This is a Japanese SUEHIRO whetstone flattener with a #280 grit.
It is a flattening stone used to restore your whetstones.
The 802-W is the extra-fine model, so that you cannot damage your stones.
All you have to do is to wet your stone, and then to rub this stone on it.
It is not necessary to use this emery powder, it is only getting quicker with it.
The stone is 150mm long  50mm wide and 27mm thick. (5.9"x2"x1.1")
