It looks different in different light situations.  Nice Milifiori piece.  Milifiori is Italian for million flowers.  It measures 3 1/2 inches tall and is in perfect condition.  Probably a perfume bottle, but my wife kept it on the night stand filled with Vodka for those "hard to get to sleep" nights.  I love the speckled gold luster over top everything!  It gives it a metallic look! (see last 2 pictures for close-up)
