The idea of convening a World Youth Congress was adopted by the International Federation  of  League  of  Nations  Societies  in  June  1933.  In  doing  so,  the  Federation  was  concerned  with  the  fact  that  almost  everywhere  the  younger  generation was seeking to leave the beaten tracks of the traditional social and political  parties.  The  Ex-service  Men  of  the  Great  War  had  already  tried  to  introduce a new spirit of peace into the conduct of public affairs. Unfortunately without  much  success,  since  seventeen  years  after  the  armistice  of  1918  the  Disarmament  Conference  had  broken  down,  like  the  Economic  Conferences  organized by the League of Nations, and unjust wars had been carried on suc-cessfully in Manchuria as, later, in Abyssinia. Thus it was felt that the hour had come for the generation which was not old enough to have participated in the world war itself to take action for the reform of international and social poli-cies that their elders had followed with such unhappy results.The  objects  of  the  Congress  were  clearly  set  out  in  the  programme  estab-lished from the outset by the Federation. They were:(i)to provide an opportunity for youth in all countries to exchange ideas on international  affairs  and  to  reach  agreement  upon  a  common  plan  of  international  co-operation  for  the  prevention  of  war  and  the  organiza-tion of peace;(ii)to discuss concrete possibilities of co-operation of youth of all countries, based  upon  mutual  understanding  and  mutual  respect  for  opinion,  to  attain those ends;(iii)to  strengthen  the  links  between  the  organization  of  youth  themselves  and between youth and the League of Nations Societies.To the Organizing Committee set up by the Council of the Federation some ten of  the  national  affiliated  Societies  might  send  an  adult  delegate  and  all  the   a delegate from the younger generation.
